Lulu is a mid-to-late-game enchanter who makes even an average ADC better: poke and slow with Glitterlance and Help, Pix!, shield and speed up her carry, and use Wild Growth to save a dived ally or disrupt engages. She's best with scaling ADCs who have built-in steroids, and weaker into hard engage.

Summon Aery with Manaflow Band, Transcendence and Scorch, plus Bone Plating and Revitalize — Bone Plating is very strong in lane, so build trades around when yours and the enemy's are up. Biscuit Delivery and Cosmic Insight are the alternative secondary. Take Flash with Heal, or Exhaust against melee dive or one-shot threats. Start World Atlas, and on early backs buy boots, Forbidden Idol or Aether Wisp and a Control Ward. The core is Dream Maker, Ionian Boots of Lucidity, Ardent Censer as soon as possible (Moonstone Renewer first with a mage ADC) and Moonstone Renewer. Then pick Redemption or Shurelya's Battlesong, Mikael's Blessing against stun picks like Ashe or Twisted Fate, and Locket of the Iron Solari after Redemption. Max E, then W, then Q.

Strengths

Makes her carry far stronger with shields, speed and Ardent Censer.
Strong poke and slows in lane, especially against melee supports from brush.
Wild Growth and Whimsy shut down dives and engages.

Weaknesses

Vulnerable to hard engage like Thresh, Blitzcrank or Braum.
Can't contest long-range poke from Caitlyn, Ziggs or Vel'Koz.
Weak setup for all-ins and ganks; she wants to scale.

Laning Phase

Choose between surviving and poking based on the matchup. Against melee supports like Leona or Braum, use brushes to hide and auto-attack them, and play for level 2 and wave control. Against hook champions, respect the hooks and punish when they're on cooldown. Pair Help, Pix! on your ADC with Glitterlance so the bolts fire from your pixie. Don't be afraid to take a kill if it's close — an early Ardent Censer is a huge boost.

Mid & Late Game

You aren't tied to your ADC: play next to whichever carry is strongest and enable them. Wild Growth is your biggest playmaking tool — it knocks up enemies around the target, can cancel channels like Katarina's ultimate, and protects divers. Keep Whimsy for divers or a carry who gets jumped.

Key Tips

Help, Pix! on an enemy lets your Glitterlance fire from the pixie's position too.
Revitalize also boosts incoming shields and heals from other enchanters on your team.
Moonstone Renewer bounces your shields to other allies in skirmishes.
